The United States, even if closer in proximity, needs to work out corruption, political and national defense issues - at this time the states were figuring out whether they wanted a system where each state had its own militia and local naval forces that it paid for itself or if a strong federal government with a national navy would be better and if the people would be willing to pay the taxes that would pay for that navy. The balance would be good because, as a secondary theater of war, the great empires cannot afford to send large forces to fight it out, forcing the local governors to rely on locally raised units, mercenaries, privateers, etc. The map and scale would feature smaller unit actions to provide more opportunity for raiding, piracy, pursuit and le petit guerre. This period would see the war for Florida against the Seminoles, the Nelson-Villanueve chase that would culminate in Trafalgar, the War of 1812 and the battle of New Orleans and of course Jean Laffitte and other pirates, and a Total War engine that can finally do naval combat justice.

Plus there are, for the last time in a long time, genuine 'pirates of the caribbean' as revolutionary governments in Central and South America issue letters of Marque to form their 'navies' while the European powers hunt each other's ships and shipping down. Meanwhile the United States must struggle to build up its government and infrastructure, determine states rights and national defense issues and prepare for involvement in the European war that will culminate in the war of 1812. The West Indies/Caribbean region was a vital economic location for Britain, France and Spain, not to mention the nascent United States and would see the rising of independence movements throughout the Napoleonic period as the former Spanish empire splinters into Mexico and Venezuela while the French are caught between revolutionary movements on the islands (Toussaint l'Ouverture in Haiti) and the schemes of the British and French Royalists to retake the French islands for the Bourbons.

Since Napoleon Total War handles specific campaigns very well I was wondering about a grand campaign for a particular area of the Napoleonic Wars that one doesn't often think about and yet offers a lot of interesting and fun possibilities.
